Rather than adding to the size of old cities with all their problems of poor transportation, pollution, overcrowding, lack of good infrastructure, etc. it makes more sense to add the growth of the country in new planned cities that can be built without the many problems that old cities face. New planned cities can be designed from the ground up in ways to be free of many problems that old cities need to overcome.
